We have exact same confirmed bug. We even have a local WeatherFlow Station connected properly to Netro. ChatGPT full break down highlighted that perhaps in: SETTINGS > Location = you may need to have your exact address added in there (as postal/zip code) May not be enough for software to pick up. Even though you have WeatherFlow PWS selected, Netro can still use the controller location for weather/forecast calculations and station matching. Making the location exact removes another possible reason it watered at 6 AM despite the rain.
After doing that, I’d leave everything else unchanged:

1.0 mm threshold
Skip Previous day + Rainy day
Smart Zone Enabled / Basic
Then the next 6 AM rainy morning becomes a good test. If it still waters, I’d consider it a Netro rain-skip/software issue rather than a configuration problem.
