Netro spark can be configured and used as timer if no wifi access point are available?

It is possible to use it by connecting directly mobile phone with spark without additional devices?

I mean: It has an internal acces point that allow me to connect directly to his Netro wifi to configure the Spark? It will work also if it has no internet connection and I dont have a internet connection to configure it?
